Contradictions!

You need educatin'! But you're so ignorant you probably wouldn't understand! So we're going to spend your money educatin' you but when all is said and done, if you tell us something we don't want to hear, then we'll know you're just too stupid to understand!

So goes the cluster fuck otherwise known as the Park Ridge O'Hare Airport Commission.

Last week the City Council was treated to a special power point presentation by Mr. Steve Tauber of Chevalier, Allen and Lichman, LLP -- the storied California law firm brought in by the more litigiously bent members of the PROAC to educate the City Council on possible legal strategies for fighting O'Hare expansion.

Our sources report the entire special meeting and power point presentation was eerily reminiscent of the sad SOC (Suburban O'Hare Commission) days gone by and woefully light on substance. Though nobody is saying with any certainty if the Aldermen heard anything persuasive in the presentation, we're told the City Council sat and listened, politely.

And if certain members of the PROAC are to be believed, the City Council is in for a whole lotta listening on down the road.

As our faithful PRU readers may recall, the PROAC asked for funding from the City Council, and 3rd ward Ald. Don Bachtard obliged their request with a suggestion to increase the price of vehicle stickers, making it possible for the PROAC to receive $165,000 in public funds for their efforts.

The PROAC's funding request breaks-down into three areas -- $105,000 for a lobbyist, $50,000 for an independent environmental study, and $10,000 for community education.

That last $10,000 the PRU Crew finds to be a source of twisted amusement -- especially since we are unaware of anyone who is unaware of O'Hare airport and the noise it produces! But it seems, certain PROAC members have convinced themselves of the ignorance of the Park Ridge population.

For example, at the
April 28th meeting of the PROAC (.pdf), during discussion of a possible referendum question on the topic of O'Hare, the following is noted in the meeting minutes --

"Commissioner Kutt mentioned that, if it is a referendum, perhaps the residents would start to really look at the real issue and take a true understanding of what the enormity of these numbers mean to us."

"Commissioner Donovan asked if a referendum was really necessary. The aldermen were elected to make decisions. He is not convinced of the intelligence of the public on this problem. They do not know how bad it is. They do not know how simple the solutions are. It is easier to educate the City Council and have them make an educated decision, as opposed to trying to educate everybody."

"Commissioner Kennedy commented that the current level of knowledge in the community regarding changes to the airport and the effect on the community is not sufficient for a referendum to pass and it would take a huge educational push on the Commission’s and whoever else’s part to let them know what the changes are going to be before it would pass. That is going to be part and parcel of what the OAC wants to do: Educate the people about the changes and get them involved. But it is setting up another hurdle for the Commission."

The PRU Crew's very favorite quote is that of Commissioner Donovan.

You see people, the PROAC members are convinced of your profound ignorance on the issue of O'Hare expansion and they intend to use your money to educate you. But they also seem pretty convinced of either your inability to be educated or their inability to educate you.

The PRU Crew finds the sentiments expressed by the PROAC members to be a twistedly delicious intellectual contradiction. And so we are looking forward to the members of the PROAC resorting to the path of least resistance -- educating the dumbest collection of Aldermen ever assembled at 505 Butler Pl.

Does anybody get the feeling the next funding request from the PROAC will be money for another lobbyist -- for the purpose of educating the Park Ridge City Council?

Right. That is what makes these people the ignorant ones. How many years was the airport talked about? How much money did we put into fighting it? Stupid is as stupid does.

I actually have some pity for these folks...they got caught with their pay-attention-panties down around their ankles...

...and most of these folks aren't the sort who are "used to" being caught unawares, and most of them are quite "used to" demanding and/or paying to have a problem "fixed."

The OMP is an 800lb regional economic gorilla...and I seriously doubt there is anything that can be done about "turning it back" now...and I'm equally convinced anything less than "turning it back" won't satisfy these folks.

What gets me is, NOT A ONE of these people gave two hoots about the airport, it's planes, their noise or any other part of it UNTIL NOW.

Now when it effects THEM.

This is why their efforts are so lack luster, and viewed as insincere.

The very narrow view of concentrating on the Belleplaine area as if there are no other areas of town. They and they alone are "suffering" so EVERYBODY should take notice and fight for them, with tax payer dollars.

Moreover, they are treating this as if it's a totally NEW concept. Like no one has ever thought of trying to fight, or secure soundproof remediation.

Been there, done that, moving on.

uh-er-duh-what?,

The lack of chastened humility in their approach to the subject is rather...annoying, to say the least.

The real idiots are the aldermen. Raising fees and giving 165K of our money to this group while our services get cut and safety employees are let go is COMPLETELY IDIOTIC!

Bean,

...and certainly worthy of your pity.

as those who are used to being "in the know" and "logged on" find themselves well behind the curve and unable to garner support, because "WE" are just too stupid to educate.

FYI,

Although the attempt to spend "raised fee"$$$ for the "commission" it was explained by the City Atty and City Mgr, this money CANNOT be used for that purpose.

I believe it goes into the parking fund and used only for that.

Don't worry about that. Their story works better if the money is going to go to O'hare.....more outrage!!

Anon@2:22 --

You're correct -- there will not be a direct dollar for dollar collection and expenditure of the increased vehicle sticker fees.

However, the general fund does contain a $165,000 line item for "noise abatement."

As a Belle Plaine homeowner, I am worried about a reduction in the value of my home. My biggest fear: that the PROAC bunch will hire lobbyists and publicists and "community educators" to tell the world that it's awful to live here.

M. Anderson:

I live along Belle Plaine as well and, with all respect, there are no publicists required to accomplish this. All one has to do is have a prospective buyer pause a few minutes to look at the exterior of the home and listed/see the planes flying over. If this senario would have existed 6 years ago when we moved here (and if we would have done the proper reasearch, live and learn)we would not have made the offer we did that was eventually accepted. In fact, this house andnieghborhood would have not even been on our list.

3:43,

Riddle me this, when you decide to sell your home....will you make it perfectly clear to the potential buyer, that you are completely unhappy with this neighborhood, solely because of the airplanes, and that perhaps they should hang around for an hour or two and make the judgement of whether or not to make you and offer.

(sidebar) there is no legal precedent requiring a homeowner/realtor to disclose such things as airplane noise, train noise etc.)

And will you accept a lowball offer based on the information YOU provided to the potential buyer?

Didn't think so...

As you correctly put it, "there are no publicists required." Now watch while the Council throws your money away on publicists.

I don't know any of the airport commission members, but those quotes sure make three of them sound like arrogant jerks!!!

Park Ridge fought the airport and Daley for years and all we have to show for it is a bunch of worthless legal bills.

I hope M. Anderson is wrong about the Council throwing our money away on publicists, but then again they are nothing but a bunch of politicians.

M. Anderson hopes he is wrong, too. It wouldn't be the first time.

The continuous conflating of "O'Hare" and "Daly" is amusing. We have been fighting "Daly" for ages for reasons as varied as he's Irish, he's Catholic, he's pro-union, he's urban, he's pro-minorities and everything we came here to escape in 1952 or 1982 or whenever -- and now, it's all his fault that we have this damned airport. People, Daly, Sr. rigged the penninsula (or is it isthmus?) that let "Chicago" go out into the cornfields/airfields in a skinny line, and Daly, Sr. and Jr. collect the sales tax revenues for all of those brewskies and cinnabons we eat as we wait to be strip-searched. But Daly/Chicago (one and the same, n'est-ce pas?) did not create O'Hare to annoy the northwest Repugnican suburbs. O'Hare was, and ever more is, an INTERNATIONAL HUB FOR ALMIGHTLY COMMERCE -- you know, that thing that trumps any local government or human interest. When the fight heated up, the then-Repuglican Federal government said that if Chicago and the 'burbs couldn't work it out, the Feds would come in and make the expansion happen -- for the sake of international commerce. Maybe our local Repugs made a token complaint, but only to try to pin the tail on the Chicago Donkey. In the 1950s, my mother had to put her hand over the receiver (back then phones had these little curly cords about 18 inches long, kids)to stifle the airplane noise in Southwest woods. And her house has appreciated insanely through the decades since.
M. Anderson is right -- several people who wanted at one time to stage protests at O'Hare decided not to because, duh, if they really decided they had to move, the bad publicity wouldn't hurt Da Mare, it would hurt their property values.
Anyone who doesn't see this is still Brigadoon, an enchanted isle in the midst of chaos, a bedroom community by design, a Bedford Falls-and-a-Half, should move. Unless international commerce ends, the airport will be with us, late and soon. It's too bad, but it's not unbearable. And it's certainly not unprofitable to our property values. More people want to live near transportation than want to have quiet, whether we agree or not (I don't, but so what?) Let's spend our scarce resources fighting stuff we can fight -- like chaotic selfish car drivers around the schools.

What the hell is your point??? Shhhhhh don't tell them about the runway??? If a person were to be interested in my house today they would not need me, you or anyone else to influence their decision. If they were at my house today all they would have to do is linger for a few moments on the way to the car of look at my flowers for a bit and.....WHAMO....767 landing!!! Of course I am not going to play up the negatives. But when I bought the house 6 years ago, we walked all over the neighborhood. Hell we say in the backyard and discussed options.

Lastly, what exactly is a lowball offer. My point is that there will be less traffic, less offers, and all of this will correspont to less value for my property. My point is that I, the one who bought the house, and I bleieve fairly representative of the typical person looking to buy in PR and other burbs, would not have even made an offer as it is today.

8:27,

What about those of us who bought in last few years. Those of us who bought North of Touhy. Those of us who bought knowing full well about the new runways coming. Those of us who bought there because we knew that the air traffic North of Touhy was going to diminish with runway along Belle Plaine opening. Why should one red cent of our tax money be spent to reducing air traffic the runway over your house and increasing it over our houses?

The attorneys didn't waste any time posting their presentation to Park Ridge on their web site. see
http://www.aviationairportdevelopmentlaw.com/2010/05/articles/faa-1/airports-2/chevalier-allen-lichman-llp-targets-park-ridge-illinois-airport-noise-problem/print.html

Good publicity for not much work.

What the hell is YOUR point???? That your house value has gone down???? So has everyones!!!! You admit you didn't do the proper research before you bought your house 6 years ago and now if you sell you think you will have less offers which you think will mean less value. So what do you want now? Who do you want to blame? Who do you think is responsible? How much money should everyone give you for this chasing windmills fight against the airport?
