There's hasn't been much talk on the Higgin's Development,but here's something I've wondered for years.
The CTA was extended to Rosemont in 1983 with the O'Hare part finished 2 years later.
The 3 buildings that exist between the street and the expressway were built in the 60's, I know this primarly from looking through the old PR papers inspite the fact south of Higgins is Chicago.
After all these years, how come nobody has ever put in crosswalks and signals for pedestrians?

Weird.
Because pedestrians don't matter. You can see proof of that everywhere.
