Council Recap!



Greetings, PRU readers! We've got a council meeting recap for you today -- it's not as full as we wanted it to be, but sometimes digging into background information isn't as easy as we would like it to be. And sometimes we come up empty too.

Without further ado, here's your council meeting recap!

Monday night's City Council meeting began with an attempt by the leader of the ORD-REST community group to provide a power point presentation.pdf (we assume it's the same one presented at the 12/13/08 Town Hall Meeting) to the assembled masses, but Ms. Christine Kutt-Zolt couldn't get cooperation from the technology gods. Instead Ms. Kutt-Zolt went ahead and verbally presented the case for ORD-REST and what they hope to do. Mayor Howard and some of his Alderdopes are looking to make ORD-REST a city sponsored task force, and no doubt shift the responsibility for dealing with the O'Hare issue away from themselves, the elected officials who dropped the ball on this for the last two years.

Our sources report the Council's eyes boggled as Ms. Kutt-Zolt began listing expenses for the proposed ORD-REST groups becoming a city task force -- the grand total being $300,000.00 to begin the effort to research whether or not there is anything that can be done to pursue some forms of relief from the O'Hare expansion.

The ORD-REST effort could include the hiring of many many consultants to research and advise on such things as the Environmental Impact Statement issued for the O'Hare Modernization Program, write federal legislation "to protect us and others" from airport problems, give ORD-REST a "seat at the ONCC table" -- which conveniently lets Mayor Howard and Alderdunce Don Bachtard (3rd ward) off the hook of accountability -- as well as suing the FAA on behalf of property owners in Park Ridge who believe their property value has diminished in light of the opening of the new 9L/27R O'Hare runway.

We feel those efforts would be an exercise in futility. However, we strongly feel the City of Park Ridge should not even be thinking of using taxpayer money to fund lawsuits on behalf of some private property owners. We know there are those who will argue that the city has an interest in the value of that private property; however, we maintain that city funding of lawsuits that may or may not return monetary relief to private property owners, in the way of some settlement, is not the sort of interest the city should take in the issue and would not serve to protect the collective city interests.

Sources tell us that after the Alderdopes listened to the dulcet tones of the cash registers in their heads begin ringing, the 2nd ward's Lord of the Manor, Rich DiPietro, suggested the issue be referred to committee and that the process of interviewing task force members, by the Mayor's Advisory board for recommendation for appointment by Mayor Howard be followed. And here PRU readers should note, bureaucracy has its advantages -- as every bureaurat comes to understand in time.

The City Council then moved on to discussion of how the City Council COW meetings are to be conducted. We are told the low light from this portion of the meeting was having to listen to 4th ward Alderman James Allspaghetti, in response to an amendment offered by 1st ward Alderman Dave Schmidtzkrieg that would have demanded a super majority vote of the council to limit debate, argue that debate should be allowed to be limited by a simple majority vote, and that he's never seen the limiting of debate "abused", and that he feels demanding that a super majority vote to limit debate of public business is not good government. For his part, Alderman Bachtard whined that "COW meetings should mirror City Council meetings" and that now there would be two sets of rules for different meetings. Schmidtzkrieg argued that COW meetings are supposed to be different from City Council meetings.

Initially a voice vote was taken on the amendment and it seemed to pass, with our sources telling us that Aldermen Bachtard, Allspaghetti, and Benedict Alderman Ryan voted no on the amendment that would have demanded a super majority vote to limit debate. But then, in what has become a sort of City Council tradition, confusion ensued and a roll call vote was requested -- a sort of City Council do-over. With the roll call vote, sources tell us the Unfriendly Ghost from the 6th ward, Tom Carey, seemed to change his vote to a no and then the amendment to demand a super majority to limit debate was defeated.

The Council also discussed the complaints they had received about the COW meeting location at the Public Works Service Center -- by consensus they have decided to hold COW meetings at City Hall.

The next item on the agenda was discussion of 7th ward Alderman Frank Wsooooolman's resolution to include a referendum on the April ballot asking voters something -- we still don't know exactly what -- about building a new Park Ridge police station. Alderman Wsooooolman said he was introducing this resolution because, until Monday morning when Joe Egan and his volunteers submitted 2800 plus signatures to the City Cluck for their referendum effort, it had seemed to him the citizen effort to get the referendum question on the ballot wasn't going to be successful, so he figured he would do it. Which leads us to wonder why, after learning Joe Egan and his volunteers were successful, Ald. Wsooooolman didn't pull his discussion item for a referendum resolution off the City Council agenda?

During the very lengthy and circular discussion of Wsooooolman's resolution the assembled masses were treated to another Ald. Allspaghetti dissertation on the ignorance of the citizens of Park Ridge, saying we are "uninformed." Allspaghetti's remarks elicited a pointed retort from Ald. Schmidtzkrieg who said "calling the populace uninformed is wrong." Then the Lord of the Manor, Ald. DiPietro, offered that Ald. Wsooooolman had come up with referendum language because at an earlier meeting Joe Egan had said that if the council didn't like his referendum wording they should come up with their own. Alderman Benedict Ryan said he though Ald. Wsooooolman's referendum "clarifies" the issue. The PRU Crew is wondering if Benedict Ryan needs a new pair of glasses because the final wording of the Council's referendum --

"In adopting a capital project to improve the administrative/public and police facilities, shall the city of Park Ridge require as a condition of issuing any bonds for such improvements that the total spent, absent interest and operational costs, be less than $16.5 million and the facilities be located at 505 Butler Place on land already owned by the city?"

-- seems to us to be anything but clear, or clarifying.

Ryan then attempted to amend the referendum by adding language that said approval of the referendum "will not cause an increase in taxes, fees, or service reductions as of 2008 levels."

The first portion of that language to get axed was the "as of 2008 levels" then, after City Manager Jim Hock said the language would tie the hands of the City Council while making budget decisions, the Council nixed the rest of Benedict Ryan's amendment.

The Unfriendly Ghost, Tom Carey, motioned to have the issue deferred for two weeks, but that motion failed.

We are told Alderman Wsooooolman then launched into some bellicose bellowing, to borrow a phrase, on how all the discussions about building a new police station and land needed for the project had taken place in open meetings.

Sometimes this really is like shooting fish in a barrel, isn't it?

Would anyone like to remind Ald. Wsooooolman about the discussions that have taken place behind closed doors about land purchases? Would anyone like to remind Ald. Wsooooolman about Mayor Howard's discussion and attempts to INCREASE THE PRICE THE CITY WOULD PAY for the property at 720 Garden Street, all of which took place behind closed doors? Would anyone like to remind Ald. Wsooooolman about Mayor Howard's attempts to get a deal for his friend and campaign contributor, Bill Napleton? Many many many of the discussions about the deals, plural, for Napleton's property have taken place behind closed doors.

The final vote on inclusion of the Council referendum on the April ballot was approved by a final vote of 5 (Wsol, DiPietro, Bach, Ryan, and Carey) to 2 (Schmidt and Allegretti).

The Council then moved on to discussion of Ald. Wsooooolman's next proposed referendum question -- whether the voters want the City to go to referendum whenever non-emergency debt is being considered. This item was referred for consideration to the Finance and Budget committee by a unanimous vote.

Next up, City Manager Jim Hock let everyone know that it's business as usual with ComEd. Hock reported that 80 homes were without power during the recent subzero temperatures, and that this outage was actually scheduled by ComEd. Hock also told the Council that another report received from ComEd said that an additional 1000 homes were without power, but that report turned out to be false. Unfortunately, the City had begun notifying residents before being able to confirm the validity of ComEd's report. Alderman Bachtard said it wouldn't do any good, but he wants to call ComEd on the carpet anyway. Sensational!

The assembled masses were then given a report by acting Chief of Police Tom Swoboda on his investigation into the Oberweis incident involving allegations officers had attempted to intimidate employees at the ice cream shop who were allowing police station referendum petition volunteers to collect voter signatures in the store. The result of Swoboda's investigation resulted in his finding that one employee received a telephone call from a woman claiming to be a Park Ridge police officer, who complained about the referendum effort. The PRU Crew is wondering if dollface has been smiling and dialing? Swoboda also said that one officer had been in the Oberweis store but nothing other than "small talk" took place. Swoboda then went on to complain bitterly about inaccurate information being released to "the press" and how that unsubstantiated information damages the reputation of the police department. Chiefy, the PRU Crew thinks you do a pretty damn good job in helping that effort along yourself.

Mayor Howard then took the opportunity to say, and we quote -- he was "incest" because of the incorrect and invalid accusations, and that "our police officers aren't types that bully people."

Next up, City Manager Jim Hock proposed the City Council go into closed session to approve closed session minutes and als discuss acquisition of land. Ald. Wsooooolman earned his only PRUdo for the night by asking City Manager Hock if the land acquisition item had any relation to the Park Ridge Police Department? Mr. Hock reportedly replied, "Potentially." Ald. Wsooooolman, fully realizing the implications, then said "this is why residents don't trust us." Ald. Bachtard simply said "we can't afford land right now", but Ald. Allspaghetti said that discussion doesn't mean we have to buy it. The Council approved the closed session agenda item to review other closed session minutes but did not vote to discuss any land acquisition in closed session.

The Council then voted to form a task force to review the tree preservation ordinance, because you can't possibly have too many unelected, Mayoral appointed bodies making recommendations to elected officials on city policy.

Under the Council's agenda item for New Business, Ald. Bachtard again said he wanted a ComEd representative to come to Park Ridge. Sensational! Bachtard also went on to say he has received complaints about empty stores and city policies that "keep them empty" so he wants the Procedures and Regulations committee to review city ordinances governing local business matters. We can't wait for the recommendations from the Procedures and Regulations committee!

PRU, thank you again for recapping the meeting. I read these things and I think it can't get any worse. Then it does. These guys are unbelievable.

Good point about Wsol could have withdrawn his referendum question when Egan was able to file for his. I think Wsol is trying to cover his butt here. He has been getting alot of heat for this. Come on Frank it is time to straighten up here. The question you wrote doesn't clear up anything. It is only more mud on it. Both these questions are going to get shot down by voters, in my opinion.

I hope that when the voters shoot down Wsol's question we don't hear him telling us that voters don't want limits on the council spending for a new police station or that voters didn't say they don't want the city to buy more land, because that is how I read what the question is really asking us.

The whole idea is to muddy the wording for confusion. People may actually vote for the $16.5M without even realizing they have. Politics at its finest.

One dollar in my account yesterday is one dollar in my account today. My dollar is not worth a dollar four with inflation adjustments. Leave as many doors open as possible because we all know that 16.5 today will be 20+ tomorrow.

OMG!! Pru didn't point this out but I read in the link for the power point "Ald. Wsol agreed with all comments made previously by his fellow Aldermen. He said this Town Hall meeting is the greatest that he has seen in the last three years, with the greatest attendance level. He asked the Council to consider making this issue the City’s top priority even though it was not discussed at their strategic planning session. He commented on the great job done by our current liaison to the ONCC, Ald. Bach and also to those who preceded Ald. Bach."

Great job? Bach has done a great job? Bach hasn't done shyte! He didn't call a heads up on this at all! Most of us got our heads up when the jets began screaming over our houses!

Wsol's question assumes that we ARE building a new police station. Since, in theory, the vote on that won't count unless Eagan's referendum indicates that PR residents do want to build a new station; shouldn't the correct vote to Wsol's question be "yes?"...assuming you want the spending limited to 16.5. God help us if people don't understand the question, vote "no" and then they spend 30 million!

the city council claimed at the meeting that just because the voters vote against the referendum, that wouldn't STOP them (the aldermonkeys) from spending the funds. OR was I too dazed and unable to make my own decisions per Allegretti's statement?

It would not necessairly stop them from taking action. The referendum is non-binding. They could spend 16.5 mil or more. They could also spend less on a new station or come up with a more creative solution (like using the house they already own for additional space and improve the existing space) to the issue. They could also do absolutely nothing.

Your recourse would then be to vote against them if and when they run again. Sorry, that is the way it works.

It's really setting up a ridiculous situation, having two referendum questions on the ballot... can you imagine this council trying to interpret the results? They can't fight their way out of a paper bag! (Schmidt won't even get in the bag, so he's not included).

Here's my suggestion to Joe Egan and Co.-- tell the voters to ignore the long question and vote the short one. Then, when the council is trying to interpret the results, we can point out that most people didn't even answer that question because it made no sense, so no need to interpret it.

We have got to change our government. Howard has been a disaster for all of us. And let me just say that not one of us-- not one-- should assume that he doesn't have a LOT of support out there. He does. Unlike his opponent, he is a member of the PR Country Club, and he is a local businessman, so he has connections in this town that run deep. Schmidt is the outsider, so if you are fed up you had better take the word out into the community and change some perceptions. Otherwise it'll be more of the same.

To Anon 2:17 pm: Your analysis is correct ("that's the way it works"). At the same time, Allegretti had the gall to say that the construction of a police station should not be decided by citizens. You're right, we can vote out a politician, but that doesn't preclude the possibility of a politician actually listening to public opinion while in office.

To Anon 2:21 pm: I have a slightly different suggestion. Put out yard signs that say "NO NO NO" -- and in the last "O" put a picture of Frimark. "NO" to both propositions, and "NO" to the bullying of a mayor who calls his ice-cream serving, election-losing pals to stop a humble citizens petition drive.

About the ORD-REST task force:
I Googled Kristine Kutt-Zolt and learned she is or was the sales and marketing director of Norwood Builders. Wasn’t that company involved in a zoning variance request to increase height and density in Park Ridge? Is ORD-REST really a community group or something protecting the investment of a developer? Maybe I’m paranoid in light of all the shenanigans in town?

this press release is interesting. while it's over 2 years old, it shows that Norwood has a subdivision near Naples FL (where Frimark has his other residence) and also shows that Ms. Zolt WAS the Dir of Mktg for Norwood.

Ms. Kutt-Zolt is listed on the web as once having been the marketing sales manager for Norwood Builders, which is owned by Mr. Adreani and past campaign contributor to Mayor Howard. Norwood did seek and receive a zoning density variance for their project to be built at Executive Office Plaza.

All of that being said, Ms. Kutt-Zolt remains a resident of Park Ridge with every right to participate in public business and ask elected officials to address the concerns she and her neighbors have, however belatedly they may have them.

The feet which need to be held to the fire, on any decisions concerning O'Hare expansion and how the City of Park Ridge chooses to proceed, are those that belong to our elected officials.

$16.5 million is the purchase price, people. With bond issuance costs and interest over 22-23 years, that price climbs to around $28 million. Don't be fooled by the $16.5 million figure. And when you stretch that out over 23 years, that's over $1 million a year of your tax money going to a cop shop while we can't afford to stop the flooding, fix the potholes or kick Com Ed's butt about crappy service. Bach may be a village idiot, but I'd give the whole crowd (except Schmidt and, on occasion, Wsol) the cluster**** title. They've earned it.

I was feeling better about Carey, not seeing his name on the vote of shame to curtail discussion at the Committee of the Hole (sic) meetings, but I was not surprised when he woke up and voted to curtail discussion after all. If nothing else, he's been amusing; doze off as default, accidentally contribute to the right thing happening, then freak out when he realizes not doing Hizzoner's bidding and run around front to amend it for the worse.
I've said it before and I'll say it again: People, you were warned, and warned, and warned. But you were so afraid a Democrat might be hiding under the bed you let a little man stampede you off a cliff, more than once. Hmmmm. Sound familiar?

I think you people are barking up the wrong tree with the ORD-REST group. I don't necessarily advocate handling over $300K without oversight but at least the group is DOING SOMETHING. Runway 4L-27R is just the beginning...there are plans for even more air traffic over Park Ridge before it is all said and done. Taxpayer dollars are spent for all sorts of projects which do not all always serve the "collective good", it is the way government works. But fighting the airport expansion or at least trying to get runway traffic regulated is a good thing for all of Park Ridge.

To those who continue to submit comments about Ms. Kutt-Zolt's affiliations -- We too find them interesting for their potential. However, we will not post speculation about those affiliations until proof those affiliations truly exist are provided.

Please take note, Ms. Kutt-Zolt is not the issue. Discussions that seek to make Ms. Kutt-Zolt the issue distract from the real issues facing the citizens of Park Ridge.

I was at the City Council meeting on Monday and listened to Frank Wsol go on about how the previous City Council had already voted (not unanimously) to approve the building of a new police station and that the current city council and city staff are tasked with seeing it built.

What Frank fails to realize is that two-three years ago the City Council wasn't in a recession. The current City Budget is in a deficit. Park Ridge has residents whose salaries are being cut. Some Park Ridge residents are getting laid off. All of our home prices are in a deep decline. People are losing their homes.

Why does it have to be built right now? Can't we take six months to apply for federal infrastructure grants, green building funding? Why do we have to continue to go deeper into debt?

2845 residents signatures is alot of people telling our City Government, STOP THE SPENDING!
More debt equals more taxes and less city services.

When I read the $300K for a taskforce, I was so "incest" that I couldn't even read the rest of the article. HOW DARE ANYONE THINK WE ARE GOING TO FUND ANOTHER AIRPORT STUDY!! I am still fuming over the first $500K! The only thing that's going to stop the planes coming our way is a major contribution to Daley for the Olympics - then he can redirect the planes to Melrose Park!

"DOING SOMETHING" is the reason we wasted $650,000 on a Peotone "investment" that got us NOTHING. "DOING SOMETHING" is what had us spending $65,000 a year for X number of years on SOC membership that got us NOTHING.

At this point, all ORD-REST has done is held some meetings, organized some committees, put together a power point, and asked for a truckload of money without being able to give any assuarances it can accomplish anything more than Bensenville/Elk Grove Village/SOC.

Throwing money around aimlessly and without any demand for value is just stupid. Been there, done that.

PRU--I usually agree with you and completely respect your opinion on this issue (referring to post at 8:55pm).

When we hear that someone is connected to Frimark or other politicians in any way, we get nervous. WHY? Because this town has become non-trusting due to past behavior. So I agree with you that she should not be focused on, but if you see the history of past political behavior in this town, you may understand why we get so jumpy.

Back to the issue--this should be privately funded, not by a city who has no money.

What "Frank fails to realize" is that, even three years ago when we weren't in a recession, we still had a big chunk of debt on the books that was sucking in tax dollars that might have been better used for other things. That's the problem with government long-term debt: It locks you into payments for years on end, usually on depreciating assets.

Frank is one of those RINOs: "Republican In Name Only." Or maybe he's just a tax-borrow-and-spend Illnois Combine-style Republican.

I understand that times are rough and people are losing thier jobs and homes. Yes, even in Park Ridge! Can you believe it?

There are resources and money, both are very limited at this time. We must pick and choose our wars. Wars in which we have a good chance of winning. 300K on an issue that has been in our back yards for over 7 years is not a war that we have even a slight chance of overturning. It is not sticking our heads in the sand, it is being smart on what and where we spend our money and fight our battles!

In reference to the police station, I do understand that we need to update and modernize our facility. But at what cost? We have a person who has taken large revenue away from our city and now we are going to pay this person a large some of money for a piece of property? What is wrong with this picture??? No wonder times are what they are. If there is a will, there is a way. Putting money in someones pocket who screwed this city is NOT the way!!!

Listen folks, And I do mean listen...to that little voice in your heads, if red flags are flying, and there are orange cones and yellow caution tape flying around, it's best to proceed slowly and with care!!!

If your first instinct is that it sounds too good to be true than it probably is...or better yet if it looks bad and smells bad.....it's bad.

Of course it does not preclude them from doing what you suggest. I was simply responding to what I read as shock from the prior poster. Politics at all levels are rife with examples of political decisions going what a majority of constituents would do.

I think it is fair to say that at some point over the last several years the majority of citizens in the US wanted us out of Iraq and yet we are still there.

yes, we are still in iraq. But i will hazard a guess that support for the iraq invasion and staying in iraq is one reason john mccain was not the guy taking the oath of office two days ago.

and you can't compare getting out of an expensive frolic in iraq to not getting into another o'hare quagmire. that's apples and oranges.

and if the soc couldn't control o'hare expansion and air traffic with the millions they spent in litigation with chicago, who except those looking in their right mind would think we have even a snowball's chance?

I was responding related to a poster on the police station issue. The poster was shocked that elected officals might still spend the money even in the face of a referendum that indicated otherwise.

My point was exactly what you stated in your first paragraph. I sited the war as an example of elected officials going against public opinion ( as it would appear a new police station would be).

So what happened? The voters did not vote in McCain. The PR elected officials can, if they choose, still spend the money and our only recourse is to vote the out of office.

I would NEVER equate the war to a police station or O'hare. I am sorry if somehow I gave you that impression.

I would say that Howie is grabbing at anything or any idea that will help him win the election.

Let's look at it this way:

- He failed us at attending the ONCC mtgs.

- He failed us with the casino.

- He failed us with the closed door or behind our back deal with Billy Napleton.

- He supports Rosemary M. and her
agenda ( don't upset the Daley machine or else ).

- He failed to finally confront the new runway issue(s) by NOT standing up to the Illinois delegation !

Please tell us..what good are you Howie if you won't stand up for the people in which you took and oath to serve ?

Unless you can pull a huge rabbit out of your ...........hat and make this all turn around....I think the best thing to do is to get on the next thing smoking that's headed out of town.
